This form is for substituted or statutory service on a business through the Maryland State Department of Assessments and Taxation (SDAT), Virginia State Corporation Commission (SCC), or D.C. Superintendent of Corporations within DLCP.

AN UNSUCCESSFUL ATTEMPT AT A BUSINESS ADDRESS DOES NOT AUTOMATICALLY ALLOW SERVICE THROUGH A GOVERNMENT AGENCY.

Before submitting this order, there must be a legal basis allowing service through the applicable agency. Freestate Investigations can prepare and deliver the service package and document the service performed, but we cannot provide legal advice or determine for you whether substituted service is legally permitted in your case.

MARYLAND SDAT: If you are relying on unsuccessful attempts to serve the resident agent, Maryland generally requires two good faith attempts on separate days at the resident agent address maintained with SDAT. Upload the affidavit(s) or return(s) of nonservice with your order. Other qualifying circumstances may also permit SDAT service.

VIRGINIA SCC: Service through the SCC depends on the type and status of the business and the Virginia law authorizing the Clerk to accept service. Upload the current business record and all prior service attempt documentation. The applicable Virginia Code section must be provided before submission to the SCC. Orders should be submitted to Freestate at least 10 business days before any response deadline, hearing, return date, or other due date.

WASHINGTON, D.C.: Substitute service through DLCP may be available when the business has failed to maintain a registered agent, the registered agent cannot with reasonable diligence be found, or another qualifying statutory condition applies. Upload the current business record and documentation of prior service attempts.

For Recipient Name, enter the exact legal name of the business defendant. Please provide the resident or registered agent address shown in the current official business record when available.

Routine: Preparation and delivery or submission of the agency service package within 5 business days.

Rush: Preparation and delivery or submission of the agency service package within 2 business days.

Same Day: Complete orders must be received by 11:00 a.m. Eastern Time on a business day for same day handling. Orders received after 11:00 a.m. will be handled the next business day.

A complete order includes payment, all documents to be served, required prior service documentation, and all information necessary to prepare and submit the agency service package.

Business days are Monday through Friday, excluding holidays and days the applicable government agency is closed.

Routine, Rush, and Same Day refer to Freestate's preparation, handling, and delivery or submission of the package. Government agency processing, forwarding, acceptance, and certificate issuance times are outside of our control and cannot be guaranteed.
